Second phase of energy market liberalization: From April 1, 2026, businesses meeting the criteria move to the open market
KESCO, in its capacity as the Universal Service Supplier, informs the public and the business community that as of April 1, 2026, the second phase of electricity market liberalization enters into force, in accordance with the Law on Electricity and the decisions of the Energy Regulatory Office (ERO).
In this phase, commercial consumers with more than 50 employees or an annual turnover exceeding 10 million euros will no longer be supplied under regulated tariffs by the Universal Service Supplier and are required to choose a licensed supplier in the open market.
Based on data from the Kosovo Tax Administration, a number of businesses no longer meet the criteria to remain within the universal service; therefore, KESCO will not be able to continue supplying them under regulated tariffs from this date.
Businesses that meet the defined criteria are required to select a licensed supplier and initiate the supplier switching procedure at least 21 working days prior to the entry into force of the new contract. The list of licensed suppliers is available on the official website of ERO.
If a business fails to select a supplier on time, it will be temporarily supplied by the Supplier of Last Resort for up to 60 days. After this period, in the absence of a valid contract, the electricity supply may be discontinued in accordance with the applicable legislation.
Businesses that are self-consumers (prosumers) are informed that, as of this date, the current regulated self-consumption scheme ends, and the energy produced will be treated in accordance with the contract with the selected supplier.
To ensure proper treatment during this process, KESCO invites all businesses that meet the criteria for entering the open market to confirm and report to the company the consumer units/meters in use. The consumer number can be found at the top section of the electricity bill.
